CITB Specialist Applied Skills Programme

The Specialist Applied Skills Programme (SAP) is an initiative from the CITB, designed to provide training and assessment for employees working at CITB-registered businesses. It focuses on learners working towards a Level 2 NVQ qualification. SAPs are delivered at no cost to employers, as they are supported by grants and funding from the CITB.


Each SAP lasts 18 months, with most of the learner's time spent on-site, working and being mentored by their employer.


During month 1 to 12 the employer sends their learners away for some core construction skill, training, with the provider of their choice in activities, such as first aid, IPAF and MEWP. The tender winner will also train them off-site for up to 17 days in the practice and theory of the industry prescribed modules. During month 13 to 18 the learner builds their vocational portfolio of evidence and is assessed by the tender winners NVQ assessor.

SAP Stone Fixer

Course provided: Level 2 Stone Fixing


 The stone fixing SAP would suit:

- Internal stone fixers (e.g. Floors, walls, counters,)

- External stone fixers (e.g. Architectural stone)


 Criteria:

- Employee of a specialist contractor who undertake the above works

- Age 16 to 60

- Without a level two or higher NVQ in a similar construction occupation.


 What do they learn?

  • Apply mortar to a test area
  • Blend mortar with the surroundings
  • Build up mortar repairs in layers, and produce a repair which matches the facade, dimensions, strength, and porosity.
  • Confirm and comply with local authority recycling/waste management.
  • Interpret mortar specifications for repairing facades.
  • Select, set up and pre-use safety check, hand and power tools.
  • Select, use, maintain, and store PPE, RPE, and safety controls.
  • Set down, store, and report, defects for hand and power tools.
  • Use hand and power tools.
  • Use tools to mix mortar.


Work safely, including:

  • Follow safe working practices/procedures
  • Location of emergency procedures
  • Identify hazards
  • Reduce/eliminate risks
  • Use controls
  • Use PPE


Specific hazards include water, chemicals, barriers, heights, work platforms, slip





SAP Facade Preservation

Course provided: Level 2 Façade Preservation


 The façade preservation SAP would suit:

- Façade cleaners

- Façade restorers

- Repairs of brick, concrete, and stone


 Criteria:

- An employee of the specialist contractor who undertakes the above works

- Age 16 to 60- Without a level two or higher NVQ in a similar construction occupation


 What do they learn?

  • Confirm and comply with local authority recycling/waste management.
  • Interpret job specifications.
  • Select and install signage, protections, and barriers.
  • Select, set up, and pre-use safety check, abrasive cleaning equipment.
  • Select, use, maintain, and store PPE, RPE, and safety controls.
  • Set down, store, and report defects for abrasive cleaning equipment.
  • Use abrasive cleaning equipment to clean the facade without damaging it.
  • Define appropriate PPE as per legislation, site rules, and risk assessment.
  • Describe how incorrectly selected/applied chemicals can affect the facade.
  • Select, set up, pre-use safety check, use, set down, store, and report defects for jetting equipment.
  • Describe how temperature affects water, chemicals, equipment, and the facade.
  • Select, use, decant, and store cleaning chemicals as per COSHH SDS, including interpreting COSHH safety data sheets (SDS), handling, using, decanting, and storing chemicals safely, chemical types and characteristics for façade cleaning.
  • Describe how to control run-off and comply with local authority requirements for waste biproducts.
  • Describe how to respond to spillages and injuries.
  • Describe pre-wash, dwell times, and neutralisation.
  • Describe surface protection.
  • Select, use, and apply bunding materials.
  • Describe the handling and storage requirements of acids, alkalis, and solvents.
  • Describe where company procedures are for handling spillages and emergencies.


Interpret and follow cleaning chemical procedures, specifications and issues, including:

  • Interpret RAMS specifying chemical cleaning operations.
  • Follow specification of works and request clarifications as needed.
  • Describe how incorrectly selected/ap.


Interpret and follow job specifications including:

  • Source accurate project information from: RAMS, approved drawings, and COSHH/SDS sheets
  • Interpret specifications
  • Select chemicals for cleaning facades


Work safely, including:

  • Follow safe work practices/ procedures.
  • Location of emergency procedures.
  • Identify hazards.
  • Reduce/eliminate risks.
  • Use controls.
  • Use PPE.
